The (TOCCO) theory is? Cold air retain's static electricity and all of it's positively charged ion molecules. Within the a cold air chamber, without neutralizing it's energy and retain's it's force. This is the secondary factor or force behind static electricty, as heat is the primary behind friction.  These are the primary princeables behind my theory which I claim and use in my US Patented 11/713,063 anti-gravity hovercraft engine.
